Prescott City Council Actions Regarding Mayor Goode and the City Manager

Following the conclusion of the Executive Session on Tuesday, December 19th, Prescott City Council voted to release a statement regarding the results of a recent investigation of Mayor Phil Goode. At the afternoon voting meeting, Council voted unanimously to accept a settlement agreement with City Manager Katie Gregory, ending her employment with the City of Prescott effective immediately.

The motion and statement following the executive session reads as follows:

MOTION BY COUNCILMAN MOORE TO RELEASE THE FOLLOWING STATEMENT RELATED TO AN INVESTIGATION:

The Council in Executive Session has reviewed the investigator’s report related to complaints alleging the Mayor’s conduct violated the City Charter and determined the conduct did not violate the City Charter. Pursuant to the terms of a settlement agreement the City and Council cannot comment further regarding the closure of this investigation;

SECONDED BY COUNCILMAN MONTOYA: PASSED (7 – 0)

At the regular voting meeting, Council considered the following action:

ITEM 9 B

Discussion & Possible Action Related to the Employment of the City Manager, and Possible Approval of a Settlement Agreement.
Recommended Action: MOVE to approve a Settlement Agreement related to dispute resolution between the City and City Manager

MOTION BY COUNCILMAN MOORE, SECONDED BY COUNCILMAN MONTOYA: PASSED 7-0.

Immediately following the vote, City Attorney Joseph Young stated: “Prescott City Manager Katie Gregory has resigned her position as City Manager with the City of Prescott effective December 20, 2023.”

The terms of the settlement agreement are subject to a non-disclosure agreement as the result of the parties’ negotiations. The official statement from the City on this matter is: “With respect and fairness to all parties involved, the City cannot discuss any on-going investigations or the status of personnel matters.”
