The Prescott City Council will consider a bid and contract for the Willow Creek Transmission Main Reconstruction Project. According to City Manager Craig McConnell, this item is for installation of a new 14 inch water transmission main in the vicinity of Willow Creek and Willow Lake Roads. This main will replace a damage prone, undersized segment of asbestos cement pipe that crosses Willow Creek in this area. With approval at 3 this afternoon, Earth Resources Corporation from Dewey-Humboldt will start construction in March with completion in June. Also during the meeting, Council will consider some purchases, including self-containing breathing containers for the Fire Department, a tractor for Streets Division right of way maintenance, an automated side load body to refurbish a Solid Waste Division truck and a tool carrier for the Solid Waste Division. The meeting will be held in Council chamber on South Cortez Street.

The Prescott Citizens Advisory Committee on Community Development Block Grants will meet at 3 tomorrow afternoon. The Committee will review past funding and prioritize non-profit requests for this fiscal year and will discuss the Fiscal Year 2011 Annual Action Plan Progress Report. Last month, discussion on that plan included the status of projects funded for the last fiscal year and the 45 thousand dollar carry-over amount due to the Adult Day Care Center’s roof replacement work, which was done prior to HUD approval and the resulting inability to fund the project. Committee members were each given a notebook with that action plan as well as the 2010 to 2014 Consolidated Plan. The meeting will be held in Council chambers on South Cortez Street.

The Chino Valley Town Council will consider submission of a grant application at 6 tonight. Officials note the Town has been awarded 2 previous grants totaling 187 thousand dollars for installation of a solar panel system at the existing Wastewater Treatment Plant at Old Home Manor. This project is nearly complete and a new grant will fund the purchase and installation of an additional 50 thousand dollars worth of solar panels. Other consideration items include financing options for water and sewer system expansion to the Council Finance Committee and projects listed in the 2011 to 2013 Strategic Plan as other strategic objectives to various committees for review. Council is also expected to hold a closed executive session to discuss the lease agreement with the Chino Valley Food Bank. Any decision on the agreement will be made in open session. The meeting will be held in Council chambers on South Highway 89.

The Prescott Unified School District Board will consider an intergovernmental agreement at 4 this afternoon. According to Superintendent David Smucker, the purpose of the agreement is to procure goods and services through a consortium for transportation supplies, which will lower the cost of goods and services. This consortium, which is with 9 other school districts and 2 Fire Districts, gives districts another avenue for purchasing transportation supplies at a lower cost. Jeanette Polvani, who made a presentation on this effort to area school boards last spring, explains how this idea came about:

Every board will need to approve the agreement for its affected district. The meeting will be held in the District Office Boardroom on South Granite Street.

Cottonwood Police have arrested 3 alleged home invasion suspects. The victim told police just before 7 on the night of January 22nd, 35 year old Steven Hambrick knocked on the door of her and her boyfriend’s apartment in the 300 block of North 16th Street. Hambrick apparently wanted to buy speakers and an amplifier from the victim’s boyfriend, so the 2 went upstairs with 2 other suspects and during an argument in one of the bedrooms, Hambrick allegedly pointed a gun at the boyfriend and stated he was going to kill everyone. The suspects stole a safe, wallet and cell phone before chasing the man in a truck. Hambrick and the 2 other suspects, 32 year old Joshua Amis and 33 year old Antonia Aspetia were later arrested for armed robbery, aggravated robbery, burglary in the first degree, aggravated assault and theft. Drugs are believed to be involved in this incident and none of the victims, including another roommate, were harmed.

The City of Prescott will host a Centennial Celebration this afternoon. This event starts at 1 at the Elk’s Opera House on East Gurley Street. City spokesman Kim Kapin explains what this celebration will entail:

A new centennial song will by sung by a 4th Grade choir and there will be performances by the combined Middle School Orchestra. In addition to the Centennians, a new group of school children that are keepers of the new time capsule that will be placed at City Hall today will also be on hand. During a recent live appearance on KQNA’s Talk of the Town, original Centennian Tim Robbins described the process to select the time capsule keepers 50 years ago:

After the Elk’s Opera House ceremony, the Prescott Regulators are scheduled to perform on Marina Street between Gurley and Union Streets.

Tim’s Toyota Center in Prescott Valley will celebrate 100 years of Arizona’s statehood tonight. Doors open at 5 for the 6 pm dinner, which is sold out. Tickets for the concert that will follow at 7 are still available at the Center. Scheduled entertainers include singers Rex Allen Junior and Johnny Western and country music groups Firefly and J.
