SUMMARY OF CURRENT OR RECENT EVENTS

City Manager McConnell thanked all involved in the Elk Theater Centennial Celebration.

CONSENT AGENDA

CONSENT ITEM A LISTED BELOW MAY BE ENACTED BY ONE MOTION. ANY ITEM MAY BE REMOVED AND DISCUSSED IF A COUNCILMEMBER SO REQUESTS.

 

A. Approval of the Minutes of the Workshop of the Prescott City Council held January 17, 2012 and the Regular Voting Meeting held January 24, 2012.

 Passed.

II. REGULAR AGENDA

 

A. Public Hearing and consideration of a liquor license application from Noel Arturo Flores, applicant for Arturo’s Mexican Restaurant, Inc., for a Series 12, Restaurant, license for Arturo’s Mexican Restaurant located at 503 Miller Valley Road.

 Passed

Arturo's is also in Chino Valley.  

B. Purchase of SCBA cylinders for the Fire Department and acceptance of a reimbursement grant from the 100 Club.

The 100 Club is an organization that helps Firefighters and Policemen. These cylinders will be good for 15 years.

Prices are still good.

"These fill a huge need for us," Martinez said.

Shipping will be around $350, so they are trying to see if they can pick them up and save the shipping costs. 

Motion passes unanimously. 

C. Adoption of Resolution No. 4120-1230 – A resolution of the Mayor and Council of the City of Prescott, Yavapai County, Arizona, authorizing the City of Prescott Fire Department to enter into a Base Hospital Agreement with the Yavapai Regional Medical Center for medical control, direction and administrative oversight of all providers relating to paramedic level care (Advanced Life Support) and authorizing the Mayor and staff to take any and all steps necessary to accomplish the above.

 No changes to this year's agreement, and the City is required to renew it every year. 

Motion passes unanimously. 

D. Purchase of a tractor and flail mower for Streets Division right-of-way maintenance in the total amount of $71,709.80.

 They're replacing a 40 year old tractor - it's the oldest vehicle in the fleet next to the antique fire truck they use in parades. Besides being newer, it doesn't cause as much damage as the current one. There are 37 acres they will be using this mower on.

Hanna thinks they should share the one at the airport.

Craig McConnell suggests pulling this item, giving them a report at another meeting. 

"We'll put those pieces together for you, and bring it back," McConnell said.

Lamerson asks if the current one works, and also points out, "It's not their airport, it's our airport."

"It seems to me that we could utilize the assets we have better than we do," Hanna said.

Item has been pulled. 

E. Purchase of one Automated Side-Load (ASL) body to refurbish an existing ASL truck for the Solid Waste Division in an amount not to exceed $110,000.00.

Kuknyo is recusing himself.  

It is requiring maintenance, and this would extend the lifespan for another 6 years at half the cost of a new vehicle. 

This is specialized equipment. Frequent breakdowns have been occurring.

Spend double the maintenance cost...

A new vehicle would be about $ 250K+.

Parts are cheaper and it takes less time. No question.

Someone's comparing the cost of these items to the $2 million invested in the Trader Joe's property. 

The Mayor specifies that they didn't spend $2 million, they invested it with a good return. Kidd said that the discussion was getting off topic. 

The Mayor agreed that they don't always get the word out properly.

Motion passed unanimously.

F. Purchasing of an articulating loader (“tool carrier”) for the Solid Waste Transfer Station from Empire Machinery in the amount of $157,330.00 plus tax.

This will replace the current one, which will then be the backup loader. 

Bids came in lower than anticipated. 

Arnold asks why refurbished equipment isn't considered. 

They found one from 1996, it would be $110K. 

The machine has not gone down, but the anticipation is that it will go down. It has over 13,000 hours on it.

The item is being shipped from a yard out of the city, so the City of Prescott won't get the sales tax. That's not sitting will with the council.

Arnold isn't excited about it - no increased maintenance costs, no increased downtime at this point. 

Repetitive replacement for equipment. This piece of equipment is behind schedule for purchase. 

Kuknyo is recusing himself.

Motion passes 5-1, Arnold in dissent.

G. Special Use Permit to add an emergency generator to an existing cell site at 218 East Willis Street, File No. SUP11-001.

 NW Corner of Alarcon. Generator to be enclosed by a 6' block wall.

Generator testing to be conducted during business hours.

Passes unanimously. 

H. Award of bid and contract for the Willow Creek 14” Transmission Main Reconstruction Project to Earth Resources Corporation, in the amount of $424,027.48, requiring Davis-Bacon wages.

 Water line crossing has washed out in the past. New line will be installed and mechanically fixed. Financed through Water Infrastructure Financing Authority, which requires Davis-Bacon wages. 

Davis-Bacon wages will be union scale, essentially. 

Loan rates are approximately 3% for a 20 year term.

Motion passes unanimously.
